Check the official announcements from Tsuruta Town or the festival organizers for whether the show will proceed in bad weather. Parking and surrounding roads get crowded afterward, so it's recommended to linger by the lakeshore for a while after the fireworks end and enjoy the afterglow before heading home in a staggered fashion. Since it gets dark underfoot, a small light or your smartphone's flashlight function will be useful.
