Check the Sanuki Takamatsu Festival's official announcements on the day for whether the event will proceed in case of bad weather. After the event, the area around JR Takamatsu Station and Kotoden Takamatsu-Chikko Station becomes very crowded. Look up train and bus times in advance, and moving about 30-40 minutes after the event ends, once the crowds have settled, tends to go relatively smoothly. Some areas underfoot will be dark, so use your smartphone's light to move safely.
