Right at Tobu Skytree Line Koshigaya Station. The station area becomes crowded from late afternoon on festival day. Buy drinks at convenience stores early. Next, move to the Kasai Aqueduct riverbed and Central Civic Center area by foot or bicycle (approximately 15-20 minutes from Koshigaya Station).
