This building houses both the Mitoya District Community Development Council, a local self-governing organization, and the Mitoya Rural Environment Improvement Main Center. It has a multipurpose hall, an agricultural training room, Japanese- and Western-style meeting rooms, a cooking practice room, and an exhibition/conversation corner, and the space can also be rented out. The council also organizes events such as the summer festival and handmade markets. On the day of the Mitoya Summer Festival, food stall preparations get underway around the shopping street from the evening, creating the lively atmosphere of a summer festival long cherished by the local community.
